Included in the work is the removing existing drainage structures and utilities; installing subsurface drainage improvements, and street lighting; installing traffic control devices and landscaping; constructing pile supported concrete plaza slabs; site filling; and other work as required by the plans and specifications.

Drawings, specifications and contract documents may be examined and obtained at the office of Design Engineering, Inc., 3330 West Esplanade Avenue South, Suite 205, Metairie, Louisiana 70002, Phone (504) 836-2155 upon deposit of $ 150.00 for each set of documents.   Deposit on the first two sets are fully refundable to all bonafide prime Bidders upon return of the documents, in good condition, no later than ten (10) days after receipt of bids.   Fifty percent of the deposit of all other sets of documents will be refunded upon return of documents as stated above.

Bidders are invited to attend a Pre-Bid Conference at 10 a.m. on Tuesday, December 10, 2013, in the Conference Room located in Franklin Avenue Administration Building at 6920 Franklin Avenue, New Orleans, LA 70122.   

The Owner reserves the right to reject any and all bids for just cause.  In accordance with LA. R. S. 38:2212 (A) (1) (b), the provisions and requirements of this Section, those stated in the advertisement bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.

Bids must be submitted on forms provided by the Owner.   Envelopes containing bids and bid guarantee must be sealed, marked with the project name, and with the Contractor’s name as it appears on the License and Louisiana Contractor’s license number.

All bids must be accompanied by bid security equal to five (5%) of the sum of the base bid and all alternates, and must be in the form of a certified check, cashier’s check or Bid Bond Form written by a surety company licensed to do business in Louisiana, signed by the surety’s agency or attorney-in-fact.   Surety must be listed on the current U. S. Department of the Treasury Financial Management Service list of approved bonding companies as approved for an amount equal to or greater than the amount for which it obligates itself in the Bond, or must be a Louisiana domiciled insurance company with at least an A – rating in the latest printing of the A.M. 2009.

Best’s Key Rating Guide.    If surety qualified by virtue of its Best’s listing, the amount of the Bond may not exceed ten percent of policyholders’ surplus as shown in the latest A.M. Best’s Key Rating Guide.   The Bid Bond shall be in favor of the Orleans Levee District and shall be accompanied by appropriate power of attorney.   No Bid Bond indicating an obligation of less than five (5%) by any method is acceptable. 

Bids shall be accepted from Contractor’s who are licensed under LA. R. S. 37:2150-2163 for the classification of Heavy Construction and Municipal, Public Works Construction.   Bidder is required to comply with provisions and requirements of LA. R.S.38:2212. Bids may be withdrawn by the bidder due to errors if done within 48 hours of bid opening by affidavit in accordance with LA. R. S. 38:2214.

The successful Bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount.   Surety must be listed currently on the U. S. Department of Treasury Financial Management Service List (Treasury List) as approved for an amount equal to or greater than the contract amount, or must be an insurance company domiciled in Louisiana or owned by Louisiana residents.   If surety is qualified other than by listing on the Treasury list, the contract amount may not exceed fifteen percent of policyholders’ surplus as shown by surety’s most recent financial statements filed with the Louisiana Department of Insurance and may not exceed the amount of $500,000.    However, a Louisiana domiciled insurance company with at least an A – rating in the latest printing of the A.M. Best’s Key Rating Guide shall not be subject to the $500,000 limitation, provided that the contract amount does not exceed ten percent of policyholders’ surplus as shown in the latest A.M. Best’s Key Rating Guide nor fifteen percent of policyholders’ surplus as shown by surety’s most recent financial statements filed with the Louisiana Department of Insurance. The Orleans Levee District is hereby requesting statements of qualifications from qualified consulting firms to provide engineering services, prepare plans, prepare specifications, provide support during the bidding phase and provide construction administration and inspection services for OLD for the Lakefront Seawall Erosion Protection Project in New Orleans, Louisiana.

Sealed Statement of Qualifications will be received until the hour of 2:00 p. m. on Wednesday, November 20, 2013, at the Orleans Levee District at 6920 Franklin Avenue, New Orleans, Louisiana  70122.  Submittal shall include one (1) electronic copy on a clearly marked CD and five (5) hard copies.  Envelopes shall be marked “OLD 27836 - Lakefront Seawall Erosion Protection Project”.

Proposal Materials
Interested parties are invited to secure a Statement of Qualifications package from the Orleans Levee District at 6920 Franklin Avenue, New Orleans, Louisiana  70122.  Packages may be secured from the office between the hours of 8:00 a.m. to 4:00 p.m. Monday thru Friday or requested by e-mail at dabunaser@orleanslevee.com.  Packages may be obtained from OLD upon request beginningWednesday, October 23, 2013.

Presubmittal Meeting
An Informational Conference will be held on Wednesday, November 13, 2013 at 10:00 a.m. at the Orleans Levee District Board Room at 6920 Franklin Avenue, New Orleans, Louisiana  70122.  All interested firms are encouraged to attend.

Qualifications
The Successful Respondent shall be a full-service Respondent with a high degree of professionalism and a minimum of 5 years experience.  Engineering shall include, but not be limited to Geotechnical Engineering, Structural Engineering, Civil Engineering – Drainage and Roadway Layout / Striping and Electrical Engineering – seawall lighting and lighting on Lakeshore Drive.  There will also be Landscaping including but not limited to protective bollards, tree wells, concrete benches, garbage cans and palm trees.

Currently, it is anticipated that there will be four sets of plans and specifications delivered to OLD.  Each will go out to public bid in accordance with State Law.  Each project will involve engineering support during the bid process.  Construction administration may be authorized after Contractor award.

Submittals
The package should be submitted with a Cover Letter that includes the contact person for the Consultant and acknowledges receipt of any addenda.  The rest of the package shall be on DOTD Form 24-102 and contain all necessary information on the qualifications of the Consultant.

To be a valid delivery, Sealed Statement of Qualifications must be delivered by hand to the Orleans Levee District at 6920 Franklin Avenue, New Orleans, Louisiana  70122 during normal business hours of 8:00 a.m. to 4:00 p.m. Monday through Friday on or before 2:00 p.m. on Wednesday, November 20, 2013.  A time stamp will be applied to the bid package by OLD personnel upon delivery.

Sealed Statement of Qualifications delivered to any other location prior to the receipt deadline will not be considered.

FLORIDA AVENUE BRIDGE EROSION PROTECTION
SECONDARY WALL IMPROVEMENTS

Included in the work is the construction of two new sheet pile walls (145 feet and 180 feet in length) along the Inner Harbor Navigation Canal adjacent to the Florida Avenue Bridge. Sheet piling for the project will be furnished by the Owner. The work includes, but is not limited to, clearing and grubbing along the proposed wall alignment, demolition of existing L-wall, construction of new sheet pile walls, installation of neoprene water stops, and filling between new sheet pile wall and existing concrete L-wall and placement of flowable fill material and crushed stone; and other work as required by the plans and specifications.

Included in the work shall be demolition of an existing rigid frame metal building, concrete and precast structure supported on steel framing, and existing conveyor system and structure on top of 16 unused silos at the northwest corner of the Orleans Levee Board Franklin Ave facility.  Work also includes furnishing a new ladder and handrails, cleaning and painting an existing stair tower, and repairing and waterproofing an existing wall.

Drawings, specifications and contract documents may be examined and obtained from the office of Burk - Kleinpeter, Inc.  4176 Canal St., New Orleans, LA 70119. Phone (504)-486-5901 upon deposit of $75.00 for each set of documents.   Deposit on the first two sets are fully refundable to all bonafide prime Bidders upon return of the documents, in good condition, no later than ten (10) days after receipt of bids.   Fifty percent of the deposit of all other sets of documents will be refunded upon return of documents as stated above.  

Bidders are invited to attend a mandatory Pre-Bid Conference at 10:00 a.m. on Wednesday, May 1, 2013, in the Conference Room located in Franklin Avenue Administration Building at 6920 Franklin Avenue.    The project site will be toured during this meeting.

The Owner reserves the right to reject any and all bids for just cause. In accordance with LA R. S. 38:2212 (A) (1) (b), the provisions and requirements of this Section, those stated in the advertisement bids, and those required on the bid form shall not be considered as informalities and shall not be waived by any public entity.

Bids must be submitted on forms provided by the Owner. Envelopes containing bids and bid guarantee must be sealed, marked with the project name, and with the Contractor’s name as it appears on the License and Louisiana Contractor’s license number.

All bids must be accompanied by bid security equal to five (5%) of the sum of the base bid and all alternates, and must be in the form of a certified check, cashier’s check or Bid Bond Form written by a surety company licensed to do business in Louisiana, signed by the surety’s agency or attorney-in-fact.   Surety must be listed on the current U. S. Department of the Treasury Financial Management Service list of approved bonding companies as approved for an amount equal to or greater than the amount for which it obligates itself in the Bond, or must be a Louisiana domiciled insurance company with at least an A – rating in the latest printing of the A.M. 2013.

Best’s Key Rating Guide.    If surety qualified by virtue of its Best’s listing, the amount of the Bond may not exceed ten percent of policyholders’ surplus as shown in the latest A.M. Best’s Key Rating Guide.   The Bid Bond shall be in favor of the Orleans Levee District and shall be accompanied by appropriate power of attorney.   No Bid Bond indicating an obligation of less than five (5%) by any method is acceptable. 

Bids shall be accepted from Contractor’s who are licensed under LA. R. S. 37:2150-2163 for the classification of Building Construction.   Bidder is required to comply with provisions and requirements of LA. R.S.38:2212 (A)(1)(c).   No bid may be withdrawn for a period of thirty (30) days after receipt of bids, except under the provisions of LA. R. S. 38:2214.

The successful Bidder shall be required to furnish a Performance and Payment Bond written by a company licensed to do business in Louisiana, in an amount equal to 100% of the Contract amount.   Surety must be listed currently on the U.
